Dubai, United Arab Emirates, Vision Egypt News: While the heads of a number of Arab and Western countries rushed to congratulate the elected US President, Joe Biden, Russia and China are still reluctant to offer congratulations.

The President of Mexico had refused to consider Biden as president until some issues were resolved, and Mexican President Andres Manuel Lopez Obrador said that it was "too early" to congratulate Joe Biden, who was declared by the American media to win over Donald Trump in the US presidential elections.
