Alexander was centimeters away from the injury when the plate slammed into the roof of his car and split it in half. Seconds before the plank fell, his wife Daria Jok, 26, left the same place when she entered the apartment building to fetch hot water to remove the thick ice from the car.

Alexander says he was "lucky" that his five-year-old daughter was not sitting in the back seat.

And the city authorities opened an investigation to find out the causes of the fall of some concrete panels from the buildings, especially since it was not the first such accident.
